Executive Committee
Chair of the Board: Ellen G. Cohn, Ph.D.
Dr. Ellen G. Cohn, Ph.D., has been a member of the Youth Crime Watch of America Board since 2000. She received her Ph.D. in criminology from the University of Cambridge in 1991 and is an associate professor of criminal justice at Florida International University. Dr. Cohn's research and writing focuses primarily on the effect of weather and temporal variables on criminal behavior and on the use of citation analysis in criminology and she has published extensively in both areas. In addition to her work with Youth Crime Watch, Dr. Cohn is a member of the Steering Committee of the Miami-Dade Police Department's Citizen Volunteer Program.
President: Douglas E. Stuart
With extensive knowledge of brand management, beverage distribution and sales and marketing Doug Stuart delivers twenty years of leadership expertise working with two of the largest soft drink companies in the United States, Pepsi-Cola and Southeast Atlantic Beverage. In 2004 Doug decided to become and entrepreneur and launch his own company Power Trip Beverages Inc. In just two short years Doug has developed four great tasting energy drinks, signed a national licensing agreement with Ron Jon Surf Shop, Coco Beach Florida, producing a very unique and Proprietary bottle water with the great name of Ron Jon Surf Shop. Power Trip Beverages are currently sold in eight US states and five countries. A father of two young girls, Doug has a strong belief in the youth of our nation and abroad and to this end his company continues to be the major corporate sponsor for YCWA.
VP Resource Development: Carson Good
Carson Good is the President of Good Capital Group, a private commercial real estate development, investment and advisory group focusing on Central Florida. Mr. Good previously served as Vice President and a Principal of Intram Investments, as well as a senior vice president of the Trammel Crow Company. Has a B.A. in English and Business Administration from Florida State University and an MBA from Rollins College.
VP Membership and Marketing: Kyle A.C. Rosenbaum
Since the age of 14, Kyle Arnett Cooke Rosenbaum has been passionately involved with the organization at a national level serving as a youth advisory board member. His innovative creativity moved him from Training and Operations to the Marketing and Membership committee. Kyle has led and participated in expansion efforts relative to the Youth Crime Watch of America web site, public relations, membership drives and the organization's annual conference. He currently co-chairs the Conference Planning Committee, and is a member of the Executive Director Search Committee; Membership and Marketing Committee; Management Committee and most recently served on the Nominating Committee. At 20-years-old, Kyle now studies public relations in Chicago's downtown Loop district. His past internships include media relations at Midway Games, promotions and programming at 100.5 FM in Atlanta. In his spare time, Kyle works out regularly, is a member of PRSSA, works on freelance publicity projects, watches stand-up comedy, attends talent shows and catches a new Hollywood-movie every Friday.
VP Training and Operations: Bob Douglas
Bob Douglas founded and leads Youth Crime Watch of Kentucky. After graduating from high school in Covington, KY, Bob enlisted in the US Marine Corp and served a tour of duty in Viet Nam. Upon returning home, Bob joined the Erlanger, KY, police department where he retired after 26 years of service. While on the police force Bob served as a DARE instructor for nine years. He served as a member of the Community Policing Institute and continues to serve as an instructor for the Department of Criminal Justice Training. Bob was responsible for administering a small group of officers known as the Northern Kentucky Prevention Information Network. Out of this project grew the Kentucky Crime Prevention Coalition. Today, Bob serves as Executive Director of the Kentucky Crime Prevention Coalition, a non-profit organization providing crime prevention materials, resources, and training to officers and citizens across the bluegrass state. Bob serves as a member of the Crime Prevention Coalition of America Steering Committee and the National Sheriff's Association Neighborhood Watch Advisory Committee.
VP Personnel Resources: Doug Hughes
Doug Hughes has been a YCWA board member for many years and is a former President of YCWA. He was the first Director of Drug Control in Florida and the former Director of the South Florida High-Intensity Drug Trafficking Area Program (HIDTA). He is the Current head of the Broward County Traffic School for Driving Under the Influence offenders and is the volunteer leader for Youth Crime Watch's Second International Youth Leaders Crime Prevention Conference. He also served as the Master of Ceremonies for the Third Annual National Champion of Youth Dinner honoring James R. McDonough in 2003.
VP Finance: John G. Ebenger
John Ebenger has been a member of YCWA's Board since 1997. He is a Partner with Berkowitz, Dick, Pollack & Brandt. Previously a senior tax manager at PriceWaterhouseCoopers, John was responsible for broadening the firm's scope of capabilities for real estate entities. He has also served as a tax manager in real estate practice for another Big 5 accounting firm and director of taxation for one of Forbes' 400 world's wealthiest families. John received his BS in business administration and masters degree in accounting from Stetson University. He is a member of both the AICPA and FICPA.
Chair, International: Lt. (Ret.) Gerald Rudoff
Lt. (Ret.) Gerald A. Rudoff is a co-founder of Youth Crime Watch of Dade County. He served the Miami-Dade Police Department (MDPD) from 1970 to 2003 and is now retired. Lieutenant Rudoff has been instrumental in the development of several community watch programs including Airport Crime Watch, Hospital Watch, Taxi Watch, FP&L Watch, Citizens' Ham Mobil/Marine Patrol (CHAMP) and the Tourist Robbery Abatement Project (TRAP). As the Special Events Coordinator for MDPD, he served as the chairperson for March of Dimes, WalkAmerica Law Enforcement Team as well as the Police Memorial Ceremony. Additionally, he served as the "Senior Camper (Director)" for the MDPD, Youth Summit Conference, a program that offers a sleep-over summer camp to 50 disadvantaged youth. He holds an AS in criminal justice from Miami-Dade Community College, BS in psychology/ sociology from the University of Memphis, an AA in biology/English from Palm Beach Jr. College, and attended graduate school at Kansas State College. He graduated from the National Crime Prevention Institute and from the Southern Police Institute at the University of Louisville, KY.
Secretary: Christie Campo
Christie Campo serves as Secretary for the Board of Directors of Youth Crime Watch of America. She resides in Washington, DC.
Chair Emerita: Betty Ann Good
Betty Ann Good founded not only Youth Crime Watch (a program of Citizens Crime Watch of Miami-Dade County) and Youth Crime Watch of America but also many other crime and drug prevention organizations, including the Crime Commission of Greater Miami Court (Watching) Observing Program (1968), Citizens' Crime Watch of Miami, Dade County (1975), Youth Crime Watch of Miami, Dade County, (a program of CCW), (1978), Informed Families, (1982), and Youth Crime Watch of America (1986). She has been recognized for her outstanding achievements by the Florida Grand Jury Association, the International Society of Crime Prevention Practitioners, B'nai B'rith as the Dade County Outstanding Citizen of 1977, and in 1996 she received the Presidential Service Award by President Bill Clinton. Betty Ann Good graduated from the University of Florida, and has attended George Washington Law School and the University of Miami.
Chief Executive Officer: Christopher DiCarlo
Christopher DiCarlo has held senior management positions in both the private and nonprofit sectors. As a Vice President at Sanwa Bank, Mr. DiCarlo oversaw a $2 billion loan portfolio consisting primarily of Fortune 500 clients. His nonprofit experience includes lead roles in operations, resource development and executive management. A graduate of the United Way of America management training program, Chris has served at four local United Ways, including most recently as a President & CEO in South Carolina. He has significant international experience, including extended stays in Europe, Asia and South America. On April 1, 2008, DiCarlo became Chief Executive Officer of Youth Crime Watch of America and also holds that position for Youth Crime Watch of Florida. Chris holds a Bachelors Degree in History from Dartmouth College and has MBA and MPP degrees from the University of Chicago.

Samantha Dorn of Chantilly, VA, is a recent college graduate now serving as a volunteer with the Youth Crime Watch program in Zambia, where her energy and positive attitude are a great asset. Samantha maintains an online narrative of her adventures in Zambia. She previously served on Youth Crime Watch of America's Advisory Board. She holds a BA in History with a minor in Politics from the Catholic University in Washington, DC.
Kathryn "Kat Bugg" Jukkala has been involved with YCWA since 2001, when she was an intern and then a staff member in the Washington, DC, office. She is a graduate of the University of Michigan and holds a B.A. in political science. During her college years, Kat volunteered with the Ginsberg Center for Community Service and Learning at several programs including Alternative Spring Break and the Michigan Community Service Corps, a University/Community-sponsored program that she was asked to coordinate in her senior year. These programs cemented her passion for youth development and service. Kathryn lives in Washington, DC, and serves as Executive Director of University Events for The George Washington University.
Marilyn Morris, Plantation, FL, has been a volunteer and Board Member of Youth Crime Watch of America since its inception in the 1980s. In 1981, she started Youth Crime Watch in Broward County, Florida, with four pilot schools. Due to Mrs. Morris' efforts the program was approved countywide. While raising her seven children in Hollywood, Marilyn was affiliated with the local YMCA (as a charter member), as well as various community schools' PTA, PTSA, and Advisory Boards. Mrs. Morris was also a business owner and was active in the Hollywood Chamber of Commerce and participated in its Leadership Program. Mrs. Morris is now retired.
Lt. Col. (Ret.) George Stewart, Miami Gardens, FL, was assigned to the 1013th Reinforcement Training Unit (RTU), United States Army Garrison (USAG), United States Army Reserves, as Director of Logistics. He retired, with more than twenty years of service, as a Major, from Headquarters 50th Area Support Group, Florida Army National Guard. His military education includes the Infantry Officers Basic Course, Infantry, Chemical and Ordnance Advance Courses, TOW Trainers Course, Support Operations, Multifunctional Combat Service Support and Joint Logistics Courses and Command and General Staff College. LTC Stewart has completed the Miami-Dade Citizens Police Academy and Domestic Violence Training. He serves as liaison for logistics for the National Guard's Drug Demand Reduction Program in support of the State Attorney General's Preventing Crime in the Black Community Conference. He is a member of the Miami Coalition for a Drug-Free Community, National Organization of Black Law Enforcement Executives (NOBLE), Greater Miami Urban League and the Northwest Boys and Girls Club of Miami. He received a BA in business administration from Florida International University.
Malcolm Williams, Daytona Beach, FL, previously served on our Youth Advisory Board. Malcolm was vice-president of the Miramar Community Crime Watch in 2000 and became president that same year. In 2001, he joined the Miramar High School Youth Crime Watch. In 2002, Malcolm joined the board at Miramar High School by becoming the interim Vice-President. He was president of Miramar High School’s Youth Crime Watch. In 2003, he was appointed to the Youth Council Board of the Miramar Police Department and has been the voice of youth in his community for many years. He is one of the top young leaders in his city.

Luke Hottenroth, Denver, CO, enjoys playing lacrosse, skiing and snowboarding, and anything that has to do with music, especially playing drums. He is a Senior at Bishop Machebeuf Catholic High School in Denver Colorado. Next year he hopes to attend Northeastern University in Boston to study the music industry.

John Mattson, is the Director of the Center for Civic Learning in Rhode Island and Providence Plantation and the head of Youth Crime Watch's New England initiative. He is a long-time trainer for youth crime watch and has many years of meaningful experience in youth-led crime prevention and youth-serving programs.

Huberth da Silva Neiva, Brasilia, Brazil, served as Vice-Consul of Brazil in Miami from 1995-2001. As a Community Policing and Criminal Intelligence Specialist, he has worked continuously to build a bridge between Brazil and US law enforcement agencies, in particular the Miami Dade Police Department, the State of Louisiana, and the COPS Program through the US Department of Justice. In 1997 he was the driving force in creating YCW demonstration sites in Sao Paulo State, the Northeastern Region and Southwestern Borders of Brazil. This resulted in the development of Jovens Contra o Crime (JCC) and Jovens Construindo a Cidadania (JCC) do Brasil, the sister program of Youth Crime Watch of America. In 2002, he was designated Special International Advisor to YCWA. Mr. Neiva has received many international honors including being decorated by the Miami-Dade Police Department, the U.S. Department of Justice and the State of Louisiana.

Louis Wolfson, President, Venture LW, LLC, Miami, FL, was the President of YCW of Dade (FL) from 1988 to 1989. He has served on the Board of Directors, Board of Trustees and Chairman of Miami Dade Community College and/or their Foundation. He has served as Chairman of the not for profit organization, Greater Miami Neighborhoods and helped build over 5,000 units of affordable housing in south FL after Hurricane Andrew. He has served as chairman of Greater Miami Jewish Federations Investment Committee as well as Miami-Dade College Investment Committees. He currently sits as chairman of Pinnacle Housing Group, a FOR Profit real estate company, which has built over 3,500 units of Affordable Rental Apartment Communities thru-out Florida with another 1000 units being built today. He has been married to his wife Ellen for many happy years and their children Randi, Lindsey and Luke are 5th generation Floridians.
